MEMBER TYPE 1 – Marquee Hire Contractors:
Membership Criteria

1. Supply evidence of the proprietor having worked in their industry for at least 2 years.
2. Supply structural calculations of maximum wind loading and maximum imposed loadings permissible.Or for small marquees (classified as 40ft span or less for pole marquees and 9metres or less for framed marquees) show proof by long established use of a minimum of 7 years in bad weather, with dates, locations, postcodes and letters from clients with circumstances and occurrences.
3. Supply flame-retardant documentation of marquee fabrics to BS 7837:1996 or BS 5438, tests 2A and 28 or BS 7157; or French Standard NFP 92503, performance level B1; or Italian Standard UNI 9174, Performance Level MS; or USA Standard NFPA 701, Large Scale Test.
4. Sully flame-retardant documentation of lining fabric to BS 5867: Part 2, fabric type B.
5. Supply Evidence of valid PL insurance to £1m and EL insurance to £10m.
6. Agreement to abide by the Member’s Code of Practice.
7. An agreement to have in place site specific Risk Assessments, Method Statements and COSHH available on each site.
8. An agreement to complete ‘in house’ Health & Safety training and supervision, which will be documented.
9. An agreement to share knowledge of the industry with other members.
10. The subscription fees paid up to date.
11. Email all membership criteria information (1, 2, 3, 4, 5, 10, 14, 18 and 19) to MHTO within 14 days of signing up.
12. To have in place a fire risk assessment of your base.
13. To have in place an asbestos survey and asbestos register of your base.
14. You use the Health & Safety manual to amend to your specific requirements. If you do not have one in place, email MHTO a copy of your Risk Assessments and Training Manual. If you have amended the MHTO manual leave the amendments in red.

Membership Criteria

6. Agreement to abide by the Member’s Code of Practice.
7. An agreement to have in place site specific Risk Assessments, Method Statements and COSHH available on each site.
8. An agreement to complete ‘in house’ Health & Safety training and supervision, which will be documented.
9. An agreement to share knowledge of the industry with other members.
10. The subscription fees paid up to date.
11. Email all membership criteria information (1, 5, 10, 14, 18 and 19) to MHTO within 14 days of signing up.

Constitution

Introduction

  1. The name of the Organisation shall be the “Marquee Hire Trade Organisation Ltd” (referred to in this constitution as “the MHTO”) and will normally trade as the ‘Marquee Hire Trade Organisation’ and ‘MHTO’.
  2. The MHTO was established on 28th March 2008.
  3. The MHTO has the following mission statement –

“The Marquee Hire Trade Organisation Ltd provides a service to marquee hire companies by helping to promote excellence in the industry, by the sharing of knowledge, experience and adopting best practices to make a significant contribution to raising standards and improving performance”

 

Objectives

  1. The MHTO shall have the following objectives –
  2. To offer information on health and safety issues, covering generic risk assessments, method statements, COSHH analysis, for marquee hire companies to amend to their specific requirements.
  3. To offer information on the branding and marketing of marquee hire companies.
  4. To be a central representative body to put the views of marquee hire companies to Government and other relevant bodies.
  5. To be a research centre, to aggregate and publish statistics, and to provide analysis on the marquee hire industry and other relevant market information.
  6. To be a technical centre providing commentary, guidance and advice on legal and other regulatory developments of relevance to the marquee hire industry.
  7. To provide a forum for the exchange of non-competitive information.
  8. To promote the marquee hire industry.
  9. Any other such objectives as the Advisory Panel shall determine from time to time.

 

Membership

  1. Membership of the MHTO is available to companies which hire out marquees. Admission to membership is at the discretion of the Executive Committee, which considers applications at its meetings or by delegation to the Executive Director. The membership year starts from the date that the member joins and runs for one full year. This membership are classified as ‘B’ shares and will be issued once all membership joining criteria is adhered to, and must be returned if the member discontinues membership.

 

Associates

6     The Advisory Panel shall, at its discretion, admit as an Associate of the MHTO any organisation that does not hire out marquees but is otherwise interested in the sector.

Hirers of marquees will normally be admitted into membership as an Associate subject to formal approval as in 5 above.

Associates shall be entitled to receive most publications and other literature prepared under the auspices of the MHTO, and otherwise be entitled to participate in the affairs of the MHTO as determined from time to time by the Advisory Panel and published at the MHTO website.

Associate members have no voting rights.

Associate membership are classified as ‘C’ shares and will be issued once all membership joining criteria is adhered to, and must be returned if the member discontinues membership.

 

Finance of the MHTO

  1. The financial year of the MHTO shall be the Tax year which is 6th April to 5th April the following year.

 

  1. The subscription scale shall be set by the Executive Director and published on the website.

 

  1. Associates shall pay an annual subscription fixed by the Executive Director.

 

Meetings of the MHTO

  1. The MHTO shall hold an annual general meeting not later than four months after the end of each financial year.

 

Advisory Panel

  1. The affairs of the MHTO shall be directed by an Advisory Panel comprising –

 

  1. Up to six members elected, each member serving for a three year term. The Advisory Panel may make bye-laws governing the conduct of elections including provision to phase retirements, with the exclusion of electing the Executive Director.

 

  1. No more than three members co-opted by the Advisory Panel.

 

  1. A member of the Advisory Panel shall cease to be a member of the Advisory Panel if he resigns from, or if he ceases to hold office in, the institution in which he has hitherto held office.

 

  1. Each member of the Advisory Panel shall have one vote. The President shall have a second, or casting, vote in the event of equality.

 

President and Deputy President

  1. The Advisory Panel shall, at its first meeting in each financial year, elect an Honorary President to hold office for two years. The Advisory Panel shall also elect an Honorary Deputy President. No person may hold the office of President, or of Deputy President, for more than three consecutive years. In the event of the President or the Deputy President resigning or ceasing to be a member of the Advisory Panel, the Panel shall have power to elect a replacement to serve for the remainder of the term, this period of office not counting for the purpose of the requirement in the previous sentence.

 

Publicity

  1. The organisation shall publish an annual report on its activities, together with a list of contractor members at that time. Both these documents will be published on the organisation website.

 

Committees and Panels

  1. The Advisory Panel may establish and maintain sub-committees and project groups, and may delegate matters to them.

 

  1. The Executive Director may appoint technical panels and professional services to advise and assist him.

 

Executive Director

  1. The Executive Director is the Director of the “Marquee Hire Trade Organisation Ltd” who shall be responsible for the management of the organisation and who shall also be the principal representative of the organisation.

 

Delegation

  1. The Executive Director may delegate any of his powers.

 

Revision of the Constitution

  1. This constitution shall be amended by the MHTO, provided that at least 75% of the votes cast online by the members of the MHTO in favour of amendments of which prior notice has been given.

Transitional arrangements

  1. The following transitional arrangements shall apply until the first AGM:

 

a. The Executive Director will be Mr Julian Saich.
b.The one-off joining fee for type 1 members (marquee hire contractors) will be £200.00.
c. The annual subscription for membership will be £199.99 for type 1 members.
d. The annual subscriptions for membership for associates that are other contractors or suppliers to the marquee industry are £199.99 for type 2 members (non-marquee contractors) and type 3 members (sundry or equipment suppliers).
e. The annual subscription for membership for associates that hire in marquees but do not hire out marquees is free for type 4 and 5 members (person/organisation/company etc that hire in marquees as an end user).
f. The annual subscriptions form live tenders are open to type 1 and type 2 members and are:

  • Tenders up to £  5,000 – £  500 pa
  • Tenders up to £19,000 – £1,000pa
  • Tenders up to £39,000 – £1,500pa
  • Tenders over  £40,000 – free this year – when subscribing to tenders up to £39,000

g. The first year’s Advisory Panel will consist of:
